Vanilla Birthday sits where 2 would be, and the Rainbow Cupcake stands in for 4096 — twelve tiers in total, each created by merging two of the tier below.

Which Levels Actually Matter
Not all twelve tiers deserve equal attention while you play.
Levels 1–4 are fuel
Vanilla through Blueberry appear constantly; treat them as raw material and merge them quickly so they never clog the board.
Levels 7–9 are the wall
Most runs die between Caramel Crunch and Peanut Butter — the board is crowded and one careless swipe buries your big cupcake. Slow down here.
Levels 10–12 are endgame
From Salted Toffee on, every merge is a planned event. You'll usually see the Rainbow Cupcake only after keeping your top two tiers adjacent in a corner.
